ECTOR v0.1.3 Released

ECTOR is a multilingual web chatterbot, written in PHP/MySQL, and able to learn from users' entries.

This release can be much quicker, when used on a local web server (or on a server which configuration allow PHP processes to use much more than 4 MB of RAM).

It is written in PHP/MySQL and is an early prototype.
Many things still to do, but it is usable.
