#1 TCL not found error

This patch fixes a misleading error message in TCL_obj_base.h whereby if TCL headers are not installed on a system then the build process will report that the TCL version is too old and must be updated. This happens because the C++ preprocessor evaluates undefined symbols in boolean comparisons (i.e.: TCL_MAJOR_VERSION < 8) as being defined as zero. This patch produces an additional error to alert the user if the TCL headers have not been found.
