In the rare occasions /usr/include/error.h and $ECOLAB_HOME/include/error.h need both to be included in the one file, then add the directory above to the path, and refer to the file via #include <include/error.h> and #include <ecolab/include/error.h>.

This is a non-problem as $ECOLAB_HOME/include is expected to be in the include path before /usr/include
