Verify the 20 or so EMF 2.x.x plugins appear in help --> about -->
plugin details. If missing or you have an earlier version go to
http://www.eclipse.org/emf/ and download the latest runtime or
sdk feature sets. It's also a good idea to look at some of the
tutorials as they will provide insight into the basic functions of an
EMF generated model editor. Please be aware that the SRS plugin
is an Eclipse 3.0 product only.

I have this same problem. I have verified that I have EMF
installed (well to tell the truth I *know* I have the latest
milestone release as I use it one of my own projects).
Anything else I should check for?

So you are able to create other EMF Models?
And you are able to reach File --> New --> other --> Example
EMF Model Creation Wizards?
If so:
Just for giggles, launch a runtime workbench and see if you
get any output in the console window or error log, also check
your error log in the host workbench.
If all else fails get a the latest source from cvs via pserver
and see if you can EclipseSRS is available in via runtime
workbench, hopefully we can narrow the possibilities. There
may be some conflict with the "latest milestone release" of
EMF.

Yes, I am able to create EMF models.
Nothing appears in the Error Log to indicate what the
problem might be.
Now that I know this is not a known issue I'll checkout the
CVS version sometime soon and see if I can help find the
problem.

Appreciate any help you can offer. If you prefer I can put a
patch out with the latest code changes. You will probably
need to delete all existing srs plugins as the versioning was
not done correctly in 1.0.0.
