Cabal update only runs if EclipseFP needs to install its own helper packages, so if it does it every time, this means buildwrapper or scion-browser are not properly installed. Maybe build them manually and once they're properly referenced in the preferences no cabal update will be done unless you explicitly ask for it in the cabal packages view.
