Huh? Cabal-install deals fine with proxies defined in Windows. I have a machine that uses a proxy and don't have any issue. Klaus' issue is that if you have NOT defined your proxy at your OS level, but at the Eclipse level, we ignore it. Hence, the changes I made reads the Eclipse information and if it is set passes it to Cabal using the documented Cabal parameters.
