#138 setup-config7072.tmp: permission denied when building

This error appears occasionally (several times per day)

When this error is in force, EclipseFP fails to build new exe files.

Clean Project, Close Project, Restart Eclipse tends to clear it up.

Yes, I get that error sometimes. Usually touching the cabal file fixes it, but I'm not sure why it happens.

There was an issue when the cabal file changed, two operations ran concurrently and tried to update the cabal internal config file at the same time. Fixed in 2.2.4
