#4 Support for Comment editing (v2)

Patch to add configurable comment editing support.

Improves the solution proposed in request 1645336 as follows:

1) Preferences supplied to allow comment editor field to
be hidden, displayed for default language only or
for all languages.

2) Handling of # chars performed by plugin, manual
handling no longer required.

3) Improved layout provides more sensible display when
editing >4 languages.

4) Use of smaller italic font for comment display
