#69 Support for .propertie without locale

Hi *,

if it is possible, we need the Support for the default (without localisation) .propertie because this will be used if a translation is not available.

In Moment we copy the content of the <name>_en.propertie files into <name>.propertie file. In Future ResourceBundle Editor should directly open / edit the default property File.
