#400 Global Checkstyle settings not overriding individual projects

I have a problem with Individual projects having overrides on the global checkstyle preference option that prevent them from all being updated together. Even after trying to delete the .checkstyle for a project it still does not receive the update from the global "default" choosing. The projects that do not update with the new default had a previous local config themselves. Clearing the old previous local configs and the cache does not help.
