#1 cannot install on Windows 10

Hello,
I'm working with
Eclipse IDE for C/C++ Developers
Version: 2018-09 (4.9.0)
Build id: 20180917-1800
OS: Windows 10, v.10.0, x86_64 / win32
Java version: 1.8.0_121
But I'm not able to install the CDT NEW OT Form Wizzard
I hope I made all necessary steps (see attachments)
