[Echo-list] [ANN] Echo File Transfer Library 1.0 Beta 1 Released

The first beta release of the File Transfer Library provides several
major enhancements, including the ability to limit file upload sizes and
cache uploads on disk (instead of in memory).  The library is now based
on the Jakarta Commons FileUpload component.

File Transfer Library 1.0 Beta 1 requires Echo 1.0.4 or greater (or Echo
1.1 Beta 3 or greater).
