Yes having a GUI designer will help convince people that there is a serious effort behind the framework. One of the points that also needs to be emphasized is the ease of re-factoring because everything is in one language. As the refactoring tools become more powerful, the ability to manage your components better will be a big time saver. Think of all the other component frameworks and how you would manage changes!
