We have a user request to be able to send a 487 response to an outstanding transaction after a CANCEL has been processed. Although section 12.3 of RFC 3261 indicates that after a 487/INVITE is sent, the dialog is terminated, Websphere and Mobicents allow sending a 487 to an outstanding request (e.g., INFO or PRACK).

Modify InviteDialogFSM to allow this.

Want to allow the same capability if the application sent INVITE, received another request, then received an error response to INVITE.
