#152 Feature request links broken in maven-generated changelogs

The maven site plugin (or more precisely, the changelog report plugin) only supports a single issueLinkUrl parameter. With the SourceForge tracker, there are slightly different URL patterns for bug reports vs feature requests. Currently only bug reports are correctly linked.

Other enhancements that we might want to support include:
- Linking hyperlinks found in svn commit messages
- Plain text report output, for inclusion in EDK distribution zip files
- Finer-grained control over revision ranges
- Reports that cover multiple artifact versions
