#140 Committers can easily find bootstraping docs

There needs to be an easy to find web page (at sf.net or echarts.org) that people can use to get started with development of the EDT plugin. It may behoove us to have the hudson CI engine grab a chunk of text from SVN and insert it into a page somewhere. Perhaps we should store this particular documentation elsewhere (outside of SVN).
