#1 Enabling login action

The login option should only be enabled in the working
copies which were checked out from the :pserver: based
repository. The .cvspass should also be checked to see
whether the repository was already logged in or not.
The login option should only be enabled if and only if
the concerned repository entry is not found in the
$HOME/.cvspass file.
