eccvs is unable to handle the repository names that are
not fully qualified. For example,
:pserver:cars:/cvsroot is not fully qualified according
to cvs-1.11. but the recent versions of cvs, gets the
username from the current session and completes the
request.

probably eccvs can normalize all the repository names
before it is submitted to cvs client.
