#6 Workbench asks about launching with broken projects

In some circumstances (for example, when running an external tools builder) the workbench pops up a dialog that asks whether it's OK to launch though some projects contain an error. This dialog obviously holds up the build and needs to be manually clicked away. This is especially problematic for external tool builders that need to run in order to specifically fix broken projects (e.g., MWE2 builders for generating missing sources).
