german umlaut encoded wrongly in processed file

I have a MOD where an ADD action has text containing an
umlaut "ü". When this MOD is processed, the umlaut is
shown as "ü" in the actions preview and also occurs
like that in the processed file.
I'm not really sure where this gets mangled. If I open
the MOD file in several text editors, they all display
the umlaut fine.
My system is an English Windows installation. Please
tell me, if you need more information about some
settings on the system.
