#38 FTP access assumes CHMOD is valid command

In the installationprocedure step 2 of 5 and beyond
consider the CHMOD command as valid.

Although on Windows 2003 I think such a command does
not exists because its a *nix command.

The warning message is a little anoying and could be
prevented with a @ for the function call.

The message:
