That sould be reasonably Easy :-)
1/ I would create a plugin using the plugin wizard and the samepl Help
plugin.
2/ I would collect all those articles (preferrably from CVS, not saved
web pages) and the attachments, images and so on, and put those insisde
the plugin in a fodler
3/ I would adjust the help table of content XML files to list (and
eventually organize in a hierarchy) those articles.
4/ Just release the plugin :-)
