#264 blkid cannot find the device by uuid

I use mkfs.ext3 /dev/sdb to create a file system. /dev/sdb has no partition. Then I use "blkid -c /dev/null -t UUID=$uuid' -o device" to find the device. But the blkid command fails to find the device.
$uuid refers to the UUID of the file system on /dev/sdb

e2fsprogs version:
e2fsprogs-1.39-20.el5
