#13 cool archive support

There should be support in the back-end for grabbing
the cool archive and manipulating it and the such.

As far as I can remember, there isn't currently support
for this in the server-side XML stuff.

Well, it appears you can actually grab the last so many
cooled nodes from an XML ticker, if not anything else, so
I'll assign this to myself and add the interface for this at
least.
