Reporting against the current CVS version.
The documentation reads:

Well, I have a project for which I set
HTML Root Dir = /some/dir
HTML Startup File = /some/dir/test/test.html
CGI Root Directory = /some/dir/cgi-bin
cgi-bin is where all *.pl scripts live. I also have a link from
test.html to "/cgi-bin/login.pl" (or "../cgi-bin/login.pl",
same effect). Unfortunately, with these quite plausible settings,
the embedded web server misbehaves by delivering the login.pl
source text using the file handler.
To make it work, I discovered (after a longer debugging session)
that I had to set
CGI Root Directory = /some/dir
At the very least, the documentation should explain what is really
going on behind the scenes with these configuration parameters.
