#165 Let the user optionally use another version of Perl::Tidy

Please let the user configure to use another version of Perl::Tidy instead of the version that is shipped with the plugin. Doing so helps decouple your release cycle from the release cycle of Perl::Tidy and the user can freely choose the version that suits best to him. Thank you very much!
