#601 Folding doesn't work with subroutine with only opt. param.

If a subroutine is defined with only optional parameters (syntax: sub foo (;@) ), EPIC doesn't allow Folding feature. The problem seems to be related to the presence of the ; character before any parameters.

    Sorry, I created this bug report and forgot to mention my EPIC version. Found on EPIC 0.6.13 in Eclipse 3.4.1
