#1 PropertyMethodNameTx should be public class

PropertyMethodNameTx contains a number of static helper methods which help you decode method names. It is used in an inner class MapInvocationHandler which if I want to copy within my own package then I need visibility of the public static methods on PropertyMethodNameTx.
