If you look at the "grid" option shown in the AfroAPI, you'll find that there is some limited control over where a layer can be dragged. This is being done by rounding the coords of to the nearest grid point. The overhead of this is not all that great. However, the use of a defined set of allowable coords may cause a problem. In addition to this, the AfroAPI also contains an Animation.Timeline object. This involves the use of js code being executed at given time intervals (frames) to make up the sequence. It is not limited to just moving a layer. For example, www.onetest.com uses the timeline to have greater control over the process of loading code and images.
