#137 Scrollbars generating error on cration

Scollbars generating error on creation (see
examples/dynapi.gui.scrollpane.html)

Fix - Moved dragevents code from init code to seperate
method (ScrollBar.addDragEvents) and triggered with
oncreate eventhandler, see attatched file.

Tested - IE5,5.5,6 ns6/Moz windows,
ns6/Moz Linux
(sorry don't have anything else to test with!!)

Please try the CVS or latest snapshot code, this error
should have been fixed long ago.
It's time for a new release I think.
