Summary: NS4 mousedown mouseup events broken

Initial Comment:
I noticed that NS4 doesn't give mouseup/down events if a dynlayer is filled by an image.

This example shows the problem, it is powered by todays snapshot:

This example shows that it was working normally on the 19/12/2000 snapshot:

Yes, It tested dynapi_2001_03_08 and it works fine in IE5.5 
NS4.08 NS4.7 NS6
