I don't think that's even as big a issue than JAVA being turned on. Pratically everybody (users not developers) have cookies turned on. Every e-commerce site that I know of uses cookies, at least for storing user ID's. The great majority (if not almost all) people don't even change the default IE or NS options, and so cookies are turned on by default.
