 i have make a modify
 to the drag events for disabling the drag of a layer
 
 i have add the property boolean canDrag at the layer
 at the DragBoundary
 
 When the layer is dragged this is moved only if this
 is set to true
 
 the default is true
 
 i have try this ono ie 5.5 win and ns4.08 win
