Hey Yurij,
  Tested it under latest snapshot  win98 PC
IE 5.5  works fine  Border is black solid
NS4.76  works fine  border is raised
NS4.08  works fine  Border is raised
NS6.0  No tooltip, layers display but no tooltip

It always helps to post the widget somewhere that we
can just click on a url to test.
