[Dynapi-Help] is this a mozilla bug?

Hi, we're revamping our site and decided to go to W3C strict. As part of
that we wanted to use statically positioned dynamic menus, but came
across the following oddity. The the two URLs have identical content
except for the <!DOCTYPE line but the height 1 spacer in row 1 is
treated differently. IE 5-6 don't seem to care and behave as expected.

What am I doing wrong or is this a Mozilla bug?
