Clocking and voltage controls are implemented according to the
hardware clocks and voltage regulators present on a particular
ARM-based chipset and board based on the chipset; these are not
something specified by the ARM processor architecture.  DPM patches
support a couple of ARM SoCs shown on the patches page.
