[Dynamicpower-devel] DPM update

The SourceForge DPM project is updated to add device constraints on 
allowed operating points and support for TI OMAP1610 (voltage scaling is 
still TODO).  Thanks to Armin Kuster for the DPM setup script entries 
for 192MHz speed on 1610.
