#145 TOpenTextFileDialog raises EInvalidOperation Exception

TOpenTextFileDialog raises after a call to TranslateComponent. The exception stack ends at TWinControl.CreateWnd with the Message: "Element PicturePanel has no parent window".

To reproduce:
Simply put a TOpenTextFileDialog on a dxgettext enabled form and run, either in IDE or as stand-alone, it kicks me out with the same exception: EInvalidOperation
