Indeed there was no file or directory ".dvdstyler" in my home directory at all. After creating that directory manually the error is gone, and also the language selection menu no longer appears but finally remembers the last selection.
So, seems like a bug that this directory is not automatically created on first startup? Or did I overlook it in the documentation?

I compiled and installed DVDStyler 3.1.2 on Ubuntu 18.04. The program
works fine, but on every start I get these two errors:
Failed to create a temporary file name (error 2: Datei oder
Verzeichnis nicht gefunden)
can't open user configuration file.
Where is the 'user configuration file' supposed to be found and how
should it look like?
Try to remove the file ".dvdstyler" in your home directory
