#31 TyEditor Error reporting

OK a lot of people have mentioned things they want
done when transcosing errors happen.

When an error happens in processing a ty stream, it
would be very helpul to know what frame or time offset
this happened at.

If not that, then if the cut start/ cut stop pairs were
numbered, we would be able to use that to move the cut
point.
