#96 Can't FTP or Telnet

OS: Windows 2000 Pro SP4
TyStudio: 0.5.0 Beta 1
Tivo: 4.0-01.2.2.240 with Home Media Option

Problem:
Can't FTP or Telnet to TiVO Series 2. I know the IP but
the connection times out. Is there a hidden option to
turn on FTP and Telnet on the Tivo?
