[dvbtools-devel] New features for ts_filter

Here's some improvements I've added to ts_filter, after I was unable to find 
a good existing solution for piped ts packet filtering:

-Should now be able to sync to an unaligned or partially corrupted stream
-Added option to exclude specific pids from the stream
