#15 support for external libdvbpsi 0.1.7

just today libdvbpsi 0.1.7 was released
http://download.videolan.org/pub/libdvbpsi/0.1.7/

may you please add support so that it may possible to link dvbstreamer to an external, already installed, copy of libdvbpsi 0.1.7, instead of using the internal version of the source code ?

as I wrote in another bug, this would ease packaging in Debian

I'll look into this but its going to take some time to remove the changes and disentangle the dvbpsi code.
