#1 Better Unicode support for TextTestRunner

This patch improves unicode support for TextTestRunner.pas allowing special chars to be converted to PC-850 charset (the charset of the MS-DOS console).

Example :
procedure TMyTestCase.TestSomething;
begin
Check(False, "Ce test doit échouer");
end;

The "é" of "échouer" is now properly converted in MS-DOS charset and nicely displayed.
