#6 Update JCL external

SVN Url at SourceForge have changed.

Please update the references to the JCL in externals properties to something like :

svn://svn.code.sf.net/p/jcl/code/tags/JCL-2.4-Build4571/jcl/

(This points to the latest release of the JCL available at SourceForge.)

If you plan to migrate to git (or to Google Code or GitHub), please notice that the upstream repository of the JCL has moved to https://github.com/project-jedi/jcl
