[DM-dev] Makefile documentation and such

I just added the following to CVS:
doc/developer/README

This explains how to use the Makefiles, more or less, and how to create=20
new ones for your subdirectories, so they'll work in the overall=20
process.

I'll edit it as I make changes to the process/structure.
