[Dump-users] File permissions for dump

$ ll /sbin/dump
-rwsr-sr-x   1 root     tty         42052 Feb 13 12:35 /sbin/dump

Isn't this a major security hole if anyone can run dump?
It is currently done by the RPM's Spec-File.
Why group tty? What is the reason for it?
