#148 Provide for hostname based globals

These would be values loaded up and made available to
all tests. They would be specific to a hostname (with
a command-line override) and could/would be used for
things like running the testdtf tests. For example,
when running tp_testalldtf.csv at work it would use one
set of values and use another set of values when
running at home.
