What reports are you interested in? There are different report types. On one side we have the data stored in the monitors and energy meters, that data can be downloaded through the TCP interface or just exported using the meter's menus.
Other reports can be exported using the "Export" command at the OpenDSS console in DSS-G or by sending the command though the TCP interface as well. To learn more about the export commands, go to the DSS user manual:
Question: Have you installed OpenDSS-Viewer in your PC? if not, check in the system configuration that your PC is pointing to DSSView.
If you actually have DSS_Viewer installed, the problem seems to be that you are not getting access to the TCP ports that the apps need to communicate. In that case, check your firewall/Windows defender to grant permission to these applications, or just change the visualization engine to DSSView as mentioned above.
