#23 PsotgreSQL support for "" around tablenames and schema names

PostgreSQL requires quotes to be inserted around
tablenames if the tablenames are created with anything
other than lower case. the default is to lowercase all of
the tablenames.

A workaround for now (until I write code to cater for
this peculiarity) is to change your tablenames to lower
case. If you can. Otherwise, you will need to wait until
the next release of Datastream Pro.
